Abandon, needing repair and untagged cars
According to the DCCRs, inoperable, untagged (registration) and abandon vehicles are in violation. They must be moved off the street or into your garage, get repaired and be currently registered otherwise, you will be cited and eventually fined.
Parking on the sidewalk
Homeowners, please be thoughtful of your neighbors by parking your vehicle all the way up on your driveway to allow individuals and or families, youthful bicycle riders, skaters, etc. to walk on the designated sidewalk without having to get in the street to pass your house. Think about their safety and do your part. This is also a violation of the DCCRs as well as the City of Crowley Ordinance.
Trailers, RVs, boats and business truck parking
Homeowners, parking of trailers, and work trucks must be parked on your driveway overnight and if they are too long then they must be parked offsite (outside of the subdivision), otherwise, this is a violation of the DCCRs and you will be cited then fined. Offsite parking also applies for RV’s (trailers, 3rd wheelers and motor coaches) except for parking temporarily overnight on the street because you are either returning from a trip or getting ready to leave on a trip. This is the standard for this HOA and your cooperation will be welcomed.
Still Hanging Christmas Lights
Christmas Lights should be taken down every year by January 31st and failure to do so is a violation of the DCCRs which will result in you receiving a courtesy letter, then a fine if they are not removed within 30 days. Every month the lights are still hanging you will received an additional fine. Please remove the lights to prevent further fines.
Next Regular Board Meeting
The next CSR HOA Annual Board meeting will be February 26th at 6:00pm in person.
Cleanup your dog’s poop, especially on your neighbor’s lawn/sidewalk
The CSR Board of Directors is kindly asking those who walk their dogs to take a poop bag with you while walking your dog and cleanup after it. Do not leave your dog’s poop on your neighbor’s lawn or on the sidewalk. Remember, everyone has cameras on their property so you and your dog will be seen. Also, put your barking dog in the house or garage after 9pm to allow for your neighbors to rest and sleep.
Loud music
There is a noise ordinance that the City of Crowley has and any homeowner can file a noise complaint against those who play loud music during the early hours of the day (between 5am to 8am) and late at night (Between 11pm and 3am). Please show a little kindness to your neighbor and turn the music down after 11pm daily so that you and your guests can only hear it.
Communications
The CSR Board of Directors and Real Manage want to ensure that all homeowners receive timely and accurate communication. Since the majority of information from us is electronic, an updated email address from you is required. If you prefer to only receive communication by USPS mail, then we need to know this also. You will be receiving a letter from Real Manage soon requesting this updated information, if you haven’t already, so please respond appropriately because we want you to be informed.
Pool Opening Day
Each year the pool season begins on May 1st, unless their is a delay, through October 15th. Preparations are being made so that all Association members, their family and guest can have a pleasurable, cool, sanitized pool experience. Let’s be courteous, respectful and watchful during this pool season so that everyone will enjoy themselves once the “heat” comes and do not let “outsiders” into our pool area. Thanks
Unaccompanied Minors in the Pool without Parental Supervision (children under the age of 17) –
Attention PARENTS: The pool rules states that at least 1 parent need to accompany children under the age of 15 inside the pool area when used (this means not watching your children while in the pool from your vehicle or from the picnic bench). We have had 2 incidents whereas children under the age of 15 had to be pulled out of the pool from taking on water because there was no parent or someone 16 years of age or older inside the pool area to supervise and or rescue them. Parent, remember that you signed a waiver, read the rules regarding access and usage of the pool, and you agreed to assume ALL responsibilities because there is no lifeguard for this pool. You are the lifeguard for your child!
Please take your responsibility seriously because if you do not it will be reported to law enforcement and to CPS for neglect.
Effective immediately, if a member of the Board of Directors or a Pool Committee member find an unsupervised child under the age of 15 in the pool, we will ask them where is their parent and if one is not present or they are being supervised by someone who is 15 years old or younger, we will ask them to leave the pool immediately. This will be the first warning and a second offense will result in your pool key card being deactivated (suspended) for the remainder of the pool season.
As a final reminder, food and alcohol is not allowed in the pool area and those who violate this rule will have their pool privileges suspended for the season.

Criteria: Must be available by phone, email, text or in person 20 hours a week for meetings, Board actions, etc., administrative skills preferred, ability to attend all Board meetings either in person or virtually, willing to physically volunteer and participate in HOA sponsored committees, events and activities, must be a team player, have great people skills, willing to supervise other volunteers, is a multitasker, and willing to commit to serve a minimum of 1 year. Attention Crescent Springs Ranch HOA Members!
Sage Natural Resources, LLC will be conducting gas drilling in a designated location within the new subdivision (Harris Ridge) behind the homes on Watson St. You all should have received am introductory letter from them. The drilling is projected to start sometime in March-April of 2022. There will be a public meeting held at the Crowley City Hall on April 7th at 7pm if you want to know more and ask specific questions.

Attention Association Members: Pool season is just upon us and the pool will open May 1st, 2022 from 7am to 9pm every day until October 15th, 2022 when the pool season ends. If you haven’t already done so, please order your pool key access card by completing a Pool Application found under the “Document” tab, send your $ 50 along with it and you will receive a key card. Lost key card replacement is $50.

Crescent Springs Ranch Associates (Homeowners) its springtime once again and this means that the Property Inspector will out surveying properties and will then be sending out courtesy DCCR violation letters regarding weeds in their front yard, flowerbed and tree well that need to be eradicated (killed not cut). This is all part of maintaining the curb appeal of your house and our subdivision as the builder’s planned for it to be.
Please do your part because your house may be one of the winners for the Yard of the Month sign and gift card beginning April 30th until the end of September. Gift cards will also be presented to the best decorated house for Halloween and Christmas.

On May 14th from 12pm-2pm the Board of Directors will be hosting a “Meet and Greet” free BBQ Luncheon to introduce you to the Sage Natural Resources company, at the Clubhouse. You should have received a letter from them informing you that they will be drilling for natural gas in the new subdivision, Hunter’s Ridge, behind Watson St. They want to inform you of their intentions, answer any questions that you might have and to demonstrate to you that they will be a “good neighbor”. According to the City of Crowley’s ordinance, you are not to place your trash out on the curb until after 6pm the day before trash pick up. The City’s Code Enforcement Officer can fine you for non-compliance. There have been reports of homeowners not following this ordinance which has resulted in wild animals and the wind strewing trash in the street, specifically on Vickie, Hutchins, Wylie , Walls, Watson and Yarbrough streets. Please, let’s follow this ordinance for safety and health reason, pickup any blown trash on your street and be a good neighbor toward keeping our subdivision clean. Thank you Jerome K. Pool Amenity Closing May 26,2023
Due to the recent escalation of activity in and near the pool, (drugs, alcohol, vandalism and loitering)of the amenity, we are forced to close the pool May 26, 2023.
It will reopen when we bring on staff security, which has been in the works as we speak. This will ensure that not just the pool, but the playground and surrounding homeowners may have that sense of security at their homes as well.

CSR HOA Growing Healthy Trees
GROWING HEALTHY TREES Newly planted trees are often staked for support as their roots get established in the soil. A sturdy root system acts as the tree’s anchor. Once it’s in place, the stakes should be
removed.
Stakes left too long (or too tight) can actually cause problems—trees need to sway to grow strong trunks, and ties can girdle a tree as its
diameter increases.
Stakes should be removed when they’ have completed their function of providing support during establishment. In general, that would be after about one growing season, which is typically time enough for tree roots to establish.

NEW STANDARD FOR HOMEOWNER ASSOCIATION FEES: HOUSE BILL 614
H.B. No. 614
AN ACT
relating to property owners’ association fines.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Chapter 209, Property Code, is amended by adding Section 209.0061 to read as follows:
Sec. 209.0061. ASSOCIATION POLICY; FINES. (a) This section does not apply to a property owners’ association that is not authorized by the association’s dedicatory instrument to levy a fine.
(b) A property owners’ association board shall adopt an enforcement policy regarding the levying of fines by the property owners’ association. The policy must include:
(1) general categories of restrictive covenants for which the association may assess fines;
(2) a schedule of fines for each category of violation; and
(3) information regarding hearings described by Section 209.007.
(c) The enforcement policy adopted pursuant to Subsection (b) may reserve the board’s authority to levy a fine from the schedule of fines that varies on a case-by-case basis.
(d) Each property owners’ association shall:
(1) provide a copy of the policy to an owner of each property in the subdivision by:
(A) posting the policy on an Internet website maintained by the property owners’ association or an agent acting on behalf of the association and accessible to members of the association; or
(B) annually sending a copy of the policy, separately or included in routine communication from the property owners’ association to property owners, by:
(i) hand delivery to the owner;
(ii) first class mail to the owner’s last known mailing address; or
(iii) e-mail to an e-mail address provided to the property owners’ association by the owner; and
(2) make the policy available on any publicly accessible Internet website maintained by the property owners’ association or an agent acting on behalf of the association.
SECTION 2. Section 209.0061, Property Code, as added by this Act, applies only to a fine that becomes due on or after the effective date of this Act. A fine that becomes due before the effective date of this Act is governed by the law in effect immediately before the effective date of this Act, and that law is continued in effect for that purpose.
SECTION 3. This Act takes effect January 1, 2024.

Tree Grooming on Crescent Springs Blvd
The tree grooming service will get started today, Wednesday February 7, 2024 and plan for 5-6 days barring any inclement weather.
A mass email will be sent out to all homeowners, advising all that live along Crescent Springs Blvd, that a crew from Big Country Services/Jason Williams BCSTX will begin tree trimming services.
All homeowners property that will need access for repair, will receive notification of the activity; the property owner will receive a courtesy knock or note at the door of the homeowner when they have to access the backyard of their property.
If you/homeowners have any pets, we ask that they be put in a secure place for the safety of the crew working on the repair of the fence along Crescent Springs Blvd. should it be necessary.
Per DCCR –
Section 2.1 0 Landscaping.
The Declarant and/or the Association shall have the right but not the obligation, to be exercised at its sole option, to remove and replace dead trees and landscaping and charge the costs thereof to the Owner’s account as a special individual assessment under Section 10.7 below.
ARTICLE IV SPECIAL FENCING AND LANDSCAPING Section 4.1 Fences. Walls and Screening Landscaping
With respect to any fencing installed within a Lot that is adjacent to Crescent Springs Boulevard, the Association shall have the exclusive right to stain the exterior of such fence facing Crescent Springs Boulevard whenever, in the Board’s sole and absolute discretion, it deems necessary. The Design Guidelines shall contain all construction and materials requirements for the walls adjacent to the Common Properties and Crescent Springs Boulevard.

It is being closed to allow it to be drained, refilled, and properly cleaned. It will be open in time for the Fourth of July.

Good Evening Homeowners and Members
As many of you know, there is a developer who has purchased the property on the North side of Crescent Springs Ranch. I have had the opportunity to speak with the foreman that is on site daily to make sure the site remains safe for the homeowners and is on schedule per our conversation; he did not provide the timeline of completion.
As I was speaking to the foreman, I wanted him to know our concerns and ask as many questions as possible about what the project goal is or what will they be building there. However, the foreman did share this information to pass along to the community. This site will have a small gas station with 9 pumps, 1 entry port car wash attached to the store along with 2 retail stores.
This project is very fluid, and I am working to make sure it will not disrupt our neighborhood. I have been in constant contact with the city’s department of project and development to make sure that our community is not damaged, and that the construction congestion is at a minimum to none.
I can assure you that the city did advise me that the developer can only perform construction on the private property they are demolishing; they do not have a permit, that is allowing them to cut, alter, or change any land or property that belongs to the HOA of Crescent Springs Ranch. The city also advised me, that if the developer begins to cut through Crescent Springs Rd at any time, then they will send a code enforcement officer out to the site and demand the developer to stop!
As I receive more information, I will let all homeowners and members know. I understand that you are concerned about the neighborhood, the value of your home and crime; so am I. I am asking for your continued patience.
The board is discussing plans to find ways to continue to protect our homes and community in this neighborhood. We thank you for your continued support.

Good evening, Crescent Springs Homeowners
Last night we all experienced straight line winds that may have even been a tornado that dismantled patio furniture, ripped off roofs and some even have fence damage that came to many properties. We hope that everyone stayed as safe as they could through the night. In the next couple of days some of you may see roofers canvasing the neighborhood attempting to get your business to repair your homes. We advise each and every one of you to do your homework before choosing a company.
